power builder setup program file error in vista

I made a project on powerbuilder .it s run on xp,server2003 but I setup my project on vista .Some folder applications don't run.I setup my project in c:\program files\projectfiles . But different user login in vista .not found files under c:\program files \ projectfiles .But it run administrator mode. how change my powerbuilder program ?
